The historic and enduring shortages of affordable housing have driven housing costs to skyrocketing levels and have forced thousands of adults and children to experience unhoused homelessness for brief or long-term periods. Frontline Salvation Army personnel report an increased challenge in locating safe and affordable housing for individuals and families that have identified housing as a primary barrier, including those fully employed, our veterans and people with disabilities.

The goal of the Housing Summit: Innovative Homeless and Housing Solutions is to develop a response that will equip and encourage the Territory in developing mission-centric housing services that are accessible, sustainable, meaningful, impactful, and grounded in responding to local community needs.

The Central Territory - Housing Summit: Innovative Homeless and Housing Solutions will bring together keynote speakers and workshops presenters from government entities, academia, consultancy groups, coalitions, property management companies, and Salvation Army personnel engaged in all aspects of delivering housing services and working with special populations. There will also be opportunities for shared learning and reflection, so that together we can heed the Founder’s wisdom from over 100 years ago, “I wish the Salvation Army would back up and sit down on the whole business and see for a moment what is needed.”

Why Madison, WI?

We have chosen Madison, WI as the location for our Housing Summit, as The Salvation Army will be opening and dedicating its 44-unit permanent supporting housing building on Thursday, April 4th, 1:00 pm. This will be an opportunity to celebrate this milestone for the Madison community, but also to learn from the team what it takes to build sustaining housing resources for those impacted by poverty, disabilities, and other life challenges.

Speakers

Richard Townsell is a Chicago (North Lawndale) native and thought leader in community development. In Richard’s 20+ year career in community development, he has developed nearly 500 units of residential and commercial properties (which have totaled over $100 MM in total development cost) and helped to design comprehensive community plans for affordable housing, education and economic development initiatives. 
Richard is the Executive Director at the Lawndale Christian Development Corporation. Richard has taught community development courses at Northwestern University's Asset-Based Community Development Institute as well as with the Chicago Rehab Network’s Urban Developer’s Institute.  He holds a Bachelor of Science from Northwestern University in Mathematics Education and a Master of Science from Spertus College in Nonprofit Management. Richard has received many awards for the work including the Fellow of the Year at Leadership Greater Chicago’s 20th anniversary and a Leadership for a Changing World Award from the Ford Foundation.  
Richard has been married to his college sweetheart Stephanie for over 30 years.  They have two adult children, Lena and Gabriel.  Richard is currently enrolled and pursuing a Doctorate in Ministry at Northern Baptist Theological Seminary.  

 

COLONEL STEVE HOWARD, Chief Secretary
Colonel Steve Howard is Chief Secretary for the Central Territory. Steve and his wife, Janice, have been Salvation Army officers for more than 38 years during which time they have served primarily in the USA Eastern Territory but also have held appointments in England and Kenya. 

 After being commissioned as officers, Steve and Janice served as corps officers in Lancaster and Columbus, Ohio, and at the Brooklyn Bay Ridge Corps in New York. They also have had divisional headquarters appointments in the Eastern Pennsylvania and Delaware, Northern New England and Northeast Ohio divisions in the USA Eastern Territory.

Steve and Janice were privileged to be appointed in 2006 to the staff of the International College for Officers in London. In 2009 Steve was appointed as Chief Secretary of the Kenya East Territory and lived in Nairobi, Kenya. The Howards were appointed as the Divisional Leaders of the Northeast Ohio Division in July 2012. In July 2013 Steve was appointed as Secretary for Personnel in the USA Eastern Territory.  

Prior to officership, Steve received a Bachelor of Science in Architecture from The Ohio State University and then while an officer he completed a Master in Business Administration at the University of Southern Maine.

The Howards have one adult child, Philip, who lives near Cincinnati, Ohio, with his wife, Krystal. Steve and Janice are the proud grandparents of James Michael.

Sam Tsemberis, Ph.D., is a clinical-community psychologist who originated the “Housing First” model, an evidence based program for effectively ending homelessness for individuals diagnosed with mental illness and addiction.  Housing First programs are successfully implemented across the US, Canada, Europe, Australia, and New Zealand.  Dr. Tsemberis has decades of experience in program operations, training, consultation, and research.  He currently serves as CEO of the Pathways Housing First Institute, is on the faculty at UCLA Department of Psychiatry and serves as Executive Director of the UCLA-VA Center of Excellence for Training and Research on Veterans Homelessness and Recovery.   He has published widely on the topics of homelessness, mental illness, and addiction and received recognition for Independent Contribution to Practice from the American Psychological Association and awarded the Meritorious Service Cross from the Government of Canada.
